Colonel Bailey entered the Marine Corps’ officer program in the summer of 1952 and retired from the Marine Corps in the fall of 1981. His duties while on active duty in the Marine Corps included:
- Chief Judge for the Navy and Marine Corps for the Northern Sector of the Far East
- Solicitor General equivalent for the Navy and Marine Corps
- Director of the Marine Corps Far East Law Center
- General Court Martial Judge for the South Eastern United States for the Navy and Marine Corps
- Staff Judge Advocate for the Second Marine Division; and Administrative Assistant to the Director, J-7 Directorate, CINC MEAFSA
Colonel Bailey’s military decorations include the Legion of Merit, Joint Service Commendation Medal, Meritorious Service Medal, and the Navy Commendation Medal.
Colonel Bailey was admitted to practice law in Georgia in 1963. He holds a Bachelor of Arts degree from Clark University, Worcester, Massachusetts; a Master of Science degree in Management from Salve Regina University, Newport, Rhode Island; and a Doctor of Law degree from Emory University, Atlanta, Georgia. He is also a graduate of the Navy War College.
Colonel Bailey’s work since his retirement from the Marine Corps in 1981 has included that of Chief Administrative Law Judge for the State of Georgia and Assistant Commissioner, Georgia Department of Corrections. He retired from the State in 1996 and now practices real estate law.
Over the years, Colonel Bailey has been very involved in the Marine Corps community. In 1982, he co-founded the Marine Corps Association of Georgia Lawyers; and, in 1991, was one of the founding fathers of the Marine Corps Coordinating Council of Greater Atlanta.
In 2002, he was awarded the General Raymond G. Davis Lifetime Achievment Award for his work with the Greater Atlanta Marine Corps community. He is also a member of the Board of Directors for the Cherokee YMCA, the Canton Rotary Club, and the American Bar Association.
